At the end of the third century (A.H.) in order to carry out and manage urban affairs, the Accountability Circle was formed with two branches, Accountability and Refinement. 1325 (AH) (1286 AH) came into existence. This law was prepared and approved in 5 chapters and 108 articles, and in the fourth chapter, the manner of organization of the municipality, the division of labor, the duties and limits of authority of the members of the association and subordinate organizational units, the manner of exercising supervision and intervention of the ruler in the affairs of the municipality was determined. In its article 93, it is pointed out the necessity and existence of a person as sheriff (mayor), who will take over the management of municipal affairs.
