History of the municipality
At the end of the third century (A.H.) in order to carry out and manage urban affairs, the Accountability Circle was formed with two branches, Accountability and Refinement. 1325 (AH) (1286 AH) came into existence. This law was prepared and approved in 5 chapters and 108 articles, and in the fourth chapter, the manner of organization of the municipality, the division of labor, the duties and limits of authority of the members of the association and subordinate organizational units, the manner of exercising supervision and intervention of the ruler in the affairs of the municipality was determined. In its article 93, it is pointed out the necessity and existence of a person as sheriff (mayor), who will take over the management of municipal affairs.
With the repeal of the aforementioned law in 1309 H.H., another law was approved with new rules and appropriate to the increase in credits and financial facilities of the municipalities, and the Ministry of Interior assumed the supervision of the municipal offices. And in 1312 (H.H.), the Ministry of Interior, in order for urban reforms to be carried out well and all technical matters and urban development of cities to be done under the supervision of experienced engineers and with a correct plan, by submitting a bill to the National Council, established the General Technical Department in provided by the Ministry and after 1320 A.H., the aforementioned department became the General Department of Municipal Affairs. Then, according to the law of 1328 (H.H.) by granting powers to the city association, there were political and social changes in the status of cities.
Following the expansion of cities and the increase in population and as a result the diversity of citizens’ needs and requirements, the duties and activities of municipalities also became more diverse and expanded, so that today municipalities are called as the largest and most diverse urban service organization. It is worth mentioning that the first municipality in Iran was established in 1286 (H.H) in Tehran, and a total of 453 municipalities were established in the country before the Islamic Revolution, with the largest number of municipalities in the provinces of Isfahan and Mazandaran (46 municipalities each). And the least number of municipalities was in Kohkiloyeh and Boyar Ahmad province (4 municipalities) and currently 700 municipalities are active in the country.
From a lexical point of view, municipality is formed from two words “shahr” and “municipality”, where “dari” means administration and management, and “city” after 1362 refers to a place that has a municipality. Therefore, from the lexical point of view, the municipality can be considered as the organization of the city administration, and in the terminology, the municipality is a unit that is formed in order to manage local affairs and provide public services needed by citizens in a population center with urban characteristics.
Municipalities are formed based on urban management, providing services and meeting the needs of citizens.
MasjedSoleyman Municipality became a member of the International Union of Municipalities by a decision of the Organization of the Union of Municipalities of Iran and was established on 12/19/1338.
